How Will Obama’s Reconfigured National Security Team Approach the Middle East?

Watch for more “smart power.”

While President Obama has been battling the Republicans in Congress over the looming fiscal crisis, his new administration and national security team are taking shape with diverse consequences especially on US foreign policy in the Middle East. President Obama has nominated veteran Senator John Kerry to be his secretary of State to replace Hillary Clinton. It is also reported that Obama is considering former republican Senator Chuck Hagel to head either the department of defense or the CIA. Both men, if confirmed, will be important in shaping the president’s foreign policy and are aligned with his political vision for America and its role in the world especially its relation with the new emerging Arab World.

UN ambassador Susan Rice who had withdrawn her nomination for the Secretary of State position over the Bengazi controversy, and was Obama’s first choice for the job, will either keep her current job as the US ambassador at the UN, or as many Washington insiders point out will get the National Security Advisor post as a consolation prize.

Kerry, Hagel and Rice are known to be proponents of using Smart Power, which has been the hallmark of the first Obama administration, and that used a combination of hard and soft power by utilizing diplomacy, capacity and coalition building, political pressure, and the projection of military power to achieve US policy objectives.

Choosing Senator Kerry to head the State Department means that President Obama will not depart from the basic tenets of his foreign policy especially in the Middle East. Senator Kerry, with over 30 years of foreign policy experience at the Senate, is known to advocate negotiations with Iran over its nuclear program and his views on this subject do not include using the US military war machine as an instrument of foreign policy. In addition, Kerry’s views on the Arab Israeli conflict are not far off from those of the president.

In fact Kerry’s stature in Washington will lend President Obama a much-needed political cushion to deal with his nemesis Israeli prime Minister Benjamin Netanyahu and to jump start the so called “peace-process”.

An indication of a new approach of the US policy in region was evident when Mr. Obama sent Secretary Clinton to the Middle East during the latest Gaza war last November in order to stop the Israeli planned ground invasion in its tracks.

During the war in Gaza, President Obama, feeling much more confident after his reelection for a second term, made sure to deliver a humiliating defeat to Netanyahu by forcing him to stop his planned ground invasion of Gaza.

To do that, President Obama along with his senior advisors first made public statements and pronouncements supporting Israel’s position and its right to defend itself against Hamas and its missiles. No word was mentioned during this brief war about the plight of Palestinians or about the brutal Israeli bombardment of Gaza that took the lives of scores of innocent Palestinian civilians.

In this approach Obama first fortified his domestic standing as being unequivocally pro-Israel and better silenced his would-be critics, including Netanyahu himself, than had he charted a more balanced course that spoke of both sides of the conflict instead of Israel alone. With his domestic front is safe and secured, President Obama sent Secretary Clinton to forcefully prevent Netanyahu from acting on his threats to invade Gaza which would have inflamed the Arab World, especially the new Egypt against the US.

This quiet and clever strategy seemed to have worked better for Obama than his former approach of appearing to be publicly pressuring Israel to give up its illegal settlement-building in the Palestinian territories and pressuring it to engage in meaningful peace talks with the Palestinians.

Although it is unclear whether president Obama will push for a Palestinian-Israeli direct or indirect talks in 2013 or later given the weakness of the Palestinian side and the instability in the two most important Arab states, Egypt and Syria.

In the meantime, the reported choice of former Nebraska republican Senator Chuck Hagel, who is known to criticize Israeli policies in the region and also criticized its lobby in Washington, to be his Secretary of Defense will likely solidify the president’s positions on Iran, and Palestine-Israel by choosing his security team with strong Washington experience and not afraid to speak their minds. That said, however, Mr. Obama is facing his first test on the Middle East as the right-wing pro-Israeli groups are mounting a vicious campaign the thwart the nomination of Mr. Hagel on the grounds of his past remarks regarding Israel, Hamas, and Iran. In 2006 Hagel described in a newspaper interview a “Jewish Lobby” that is “intimating a lot of people.”

The final piece in Obama’s national security team is ambassador Susan Rice who is very close to the president and is expected to be rewarded with the National Security Advisor post. Rice put her own political future on the line by defending the president on the Bengazi terrorist attack while the Obama reelection campaign was entering its dangerous close-race zone. Rice is known to be a proponent of using smart power that will utilize the use of the entire components of US national power — diplomacy, military, scientific and cultural — to achieve the US strategic objectives around the world.

CIA Team Was Ordered Not to Help US Embassy Staff in Benghazi

An urgent request from CIA personnel to be allowed to go to the aid of the U.S. Consulate in Libya during the Sept. 11 attack was denied by U.S. officials, despite the fact that the team, which included at least one Navy SEAL, was only one mile away.

The officials twice told CIA officers to “stand down” rather than help the Americans when shots were heard in Benghazi.

Fox News reports that sources on the ground said that former Navy SEAL Tyrone Woods was part of a small team at a CIA annex near the consulate where Ambassador Chris Stevens and his team came under attack.

Stevens and three other Americans died in the attack.

When Woods and others heard the shots fired about 9:40 p.m., Fox reports, they notified their supervisors at the annex and requested permission to head to the consulate to help.

But the supervisors told them to “stand down,” sources familiar with the exchange told Fox. Moments later, they were told the same.

Woods and at least two others, however, ignored the orders and moved toward the consulate, which by then was engulfed in flames, Fox reports.

Shots were exchanged and the rescue team from the CIA annex evacuated those who remained at the consulate, including the body of Sean Smith, the Foreign Service Information Management Officer who had been killed in the initial attack.

The rescue team could not find Stevens, returning to the CIA annex at about midnight, Fox reports.

At that point, the CIA team called again for military support and help, because shots were being fired where they were at the annex. The request was denied, Fox reports.

The new revelations will be aired in full in a Fox News special on Saturday at 1 p.m. Eastern time.

In response to the report, CIA spokeswoman Jennifer Youngblood said the CIA “reacted quickly to aid our colleagues during that terrible evening in Benghazi.”

She added: “Moreover, no one at any level in the CIA told anybody not to help those in need; claims to the contrary are simply inaccurate.”

President Barack Obama said repeatedly Friday that his administration would “find out what happened” and punish those responsible, but he twice ducked questions about whether U.S. officials denied requests for help.

“We’re going to gather all the facts, find out exactly what happened, and make sure that it doesn’t happen again, but we’re also going to make sure we bring to justice those who carried out these attacks,” Obama said in an interview with Denver television station KUSA.

Fox News says there were no communications problems at the annex, according to those present at the compound. There was continuous radio contact between the team and headquarters, with at least one member of the CIA team on the roof of the annex with a heavy machine gun when mortars were fired at the CIA compound.

The security officer had a laser on the target that was firing and repeatedly requested back-up from a Spectre gunship, Fox reports. The gunship is commonly used by U.S. Special Operations forces to support Special Operations teams on the ground involved in intense firefights.

The fighting at the CIA annex went on for more than four hours, which provided enough time for planes based in Sigonella Air base on the Italian island of Sicily — about 480 miles away — to arrive.

Two separate Tier One Special operations forces also were told to wait, among them Delta Force operators, Fox reports.

This chain of events apparently counters remarks from Defense Secretary Leon Panetta on Thursday, who told reporters at the Pentagon that U.S. officials lacked a clear picture of what was occurring on the ground in Benghazi to send help.

“There’s a lot of Monday morning quarterbacking going on here,” Panetta said on Thursday. “But the basic principle here … is that you don’t deploy forces into harm’s way without knowing what’s going on.”

U.S. officials have said that there was a period of several hours when the fighting stopped before the mortars were fired at the annex, leading officials to believe the attack was over.

Vatic Note: Just so you know, the Title goes with the article below, however, if I had written it I would change the title from “Obama …. pulls ….. ” to read “Hillary at the orders of the Israeli’s pulls …. ” The first thing we have to remember, is the anomolies that tell us the truth is buried deep and the official story, just like 9-11, smells like rotted carcases in the afternoon desert sun. There is a list of these anomolies and this below is the coup de grace to the official story. The incompetence in pulling this off, speaks volumes about the cackling witch of Sodom and Gomorrah. She is way over her head in all of this assassination business and cover up.

Here are the anomolies….
1. The town this was suppose to occur in did not have any US offices there, no consulate, no embassy, no protectorate, at least none officially listed in government records.
2. The news story said those remaining security had no ammo supplies. Yet an article just before the killing of the ambassador showed McCain showed up to deliver ammo, and money to the rebels. Yet they pulled security for the ambassador? How come?
3. He was resisting the plan to create choas and violence so that war could break out. He was unhappy that McCain came to do what he did.
4. The powers that be said this was done by Al Qaeda. Gee, a recent headlines said that Hitlary was sending $ 45 billion of our tax dollars to “Al Qaeda”…. excuse me, didn’t they just supposedly kill our ambassador? And she is sending them millions???
5. The ambassador had been begging for increased security and instead had most of his security pulled.
6. He was sodomized by the rebels, well, the khazars are pagans and are only 1 of 7 cultures that worships the phallic symbol. That is evident by their control of the porno industry, penis enhancement businesses, and why pedophiling and other sodomizing acts have been well know to have been done by them. Remember, they also sodomized Ghadaffi. That is not an ARAB act, that is a khazar act. Read their Babylonian Talmud and see for yourselves.

Now this below seals it. This was a false flag using our own seasoned and well respected Ambassador as a sacrificial lamb for their perverted insane agenda. These are sick puppies and Nuremberg trials would be too good for them. I have to say, that until I started doing this research and this blog, I truly did not understand what true unadulterated evil was. I do now.

Egypt to See First Female, Coptic Vice-presidents: Morsi Team

Ahmed Deif, a policy advisor to Egypt’s president-elect Mohamed Morsi, stressed that Morsi will be a leader for all Egyptians and will appoint Coptic Christian and female vice-presidents.

“President-elect Morsi is not only backed by people with an Islamic tendency or ideology; he is now backed by all the people of the revolution, and this is definitely a dramatic positive card that he can play while negotiating with the SCAF,” Deif told CNN.

“One of the first decisions will be appointing different vice-presidents. One of them will be a woman, for the first time in Egyptian history – not just modern history, but all Egyptian history, for a woman to take that position.

“Also, he has decided to appoint a Christian vice-president, and they will not just be a vice-president who will represent a certain gender or sect, but a vice-president who is powerful and empowered and will deal with critical files within the presidential cabinet.”

In his last news conference before the presidential runoff vote, Morsi took the opportunity to reiterate his promises to Egypt’s political forces, and said the country would not be run by an autocratic president.

He stressed that the presidency would work together with young revolutionaries, former presidential candidates, Copts, Salafists and all the sectors of the Egyptian people.

Morsi, who was declared president-elect on Sunday after narrowly beating his rival Ahmed Shafiq, also said women will play a major role in society.

U.N. Observer Team Suspends Work in Syria

BEIRUT — The United Nations’ decision to suspend its observer mission in Syria could increase pressure on Syrian President Bashar Assad to comply with a faltering U.N. peace plan that many view as a last chance to avoid all-out civil war in the strife-torn Middle Eastern nation.

But the observer pullback announced Saturday could also put pressure on Russia, whose alliance with Assad has led to increasing tension with Washington. Moscow helped craft the peace initiative and is determined to keep it alive, knowing that its failure could accelerate demands for harsher international action.

The U.N. cited escalating violence in its decision to suspend the monitoring mission, a crucial component of special U.N. envoy Kofi Annan’s plan.

The suspension of the observer mission — and the possibility that Annan’s entire effort may be on the verge of collapse — may also be a blunt message to Assad, who Annan has said has the “first responsibility” to implement the peace process.

Few independent Syria-watchers believe that Assad could withdraw his troops and armor from populated areas and allow nonviolent protests, both mandates in the peace plan, and still hold on to power in the deeply divided nation of 23 million.

At the same time, the Annan plan has become somewhat of a lifeline for Assad, his autocratic rule threatened by a 15-month uprising that has cost more than 10,000 lives and gutted Syria’s economy.

It has allowed his backers to argue, however unconvincingly, that Damascus is amenable to a peaceful, internationally brokered truce and transition to a more representative government. The plan has provided some international cover for the Assad administration, despite widespread condemnation of his crackdown.

The Syrian opposition, always wary of the peace proposal, has insisted that Assad was only buying time and had no intention of implementing the plan beyond its initial, relatively painless, steps: agreeing to the presence of the U.N. observers, releasing some prisoners, granting visas to some foreign journalists and allowing humanitarian access to conflict zones.

Russia, which has twice led vetoes of U.N. Security Council resolutions denouncing Assad’s crackdown, is frantically seeking to rescue the effort. Moscow wants to convene an international conference on the plan, but Washington has balked at its insistence that Iran, another close ally of Assad, be invited.

The plan has the firm backing of the Obama administration and its European and Arab allies. However, that alliance’s stated goal — the ouster of Assad — is not part of the plan, which vaguely calls instead for “an inclusive Syrian-led political process to address the legitimate aspirations and concerns of the Syrian people.”

Washington and its allies seem to have adopted a strategy of sticking publicly with the plan until what many regarded as its inevitable failure. At that point, pressure would presumably mount on Moscow to support stiffer U.N.-backed action against Assad’s government.

“We think it is important for us to give Kofi Annan and his plan the last amount of support that we can muster, because, in order to bring others into a frame of mind to take action in the Security Council, there has to be a final recognition that it’s not working,” Secretary of State Hillary Rodham Clinton said recently.

Earlier in the month, in Stockholm, Clinton said she had informed Russian Foreign Minister Sergei Lavrov that Assad’s departure was not a “precondition,” but “it should be an outcome” of any Syria plan.

U.S. officials have been seeking to enlist Russia’s support for an internationally backed “transition” blueprint for a new government in Syria. The working model is the plan that resulted in the departure of Yemeni President Ali Abdullah Saleh after a year of protests.

Moscow, however, has said it would support only a proposal backed by the Syrian people and has publicly denied working on any kind of transition steps for the Syrian leadership. Moscow remains opposed to military intervention in Syria, regarding Western-led operations aimed at changing leadership such as those in Libya and Iraq as dubious exercises that cost Russia allies and increased global instability.

Insurgents and Syrian forces alike have violated the U.N. cease-fire, and diplomats have been unable to craft an alternative that would avert what many fear could be a sectarian-tinged bloodbath that could spread beyond Syria’s borders and destabilize the volatile region. There is no other plan on the table.

In a statement Saturday, Maj. Gen. Robert Mood, who heads the U.N. mission, cited “an intensification of armed violence across Syria over the past 10 days” that was raising the death toll and posing “significant risk” to the unarmed monitors.

“The lack of willingness by the parties to seek a peaceful transition, and the push toward advancing military positions, is increasing the losses on both sides,” the Norwegian general declared. “Innocent civilians, men, women and children, are being killed every day.”

The observers will remain in Syria, and the U.N. left open the possibility that patrols and other operations could resume if the situation allowed.

The observers have been unable to stop the violence in Syria, though there was a lull when they arrived six weeks ago.

The monitors, however, have provided independent verification of the turmoil and carnage in Syria. Late last month, the U.N. team confirmed reports of a massacre of more than 100 civilians, mostly women and children, in the town of Houla, an event that drew international outrage.

The almost 300-member observer team has had several close calls: Monitors have been shot at, attacked by a pro-government mob and at least twice had roadside bombs go off near their vehicles. The U.N. has reported no casualties among the observers, who are drawn from 60 member nations.

On Saturday, Syria gave no hint that the observer pullback would prompt Assad to make concessions on the peace plan. Instead, state media said the suspension in observer operations was caused by violence by “armed terrorist groups,” the government’s characterization of rebels seeking to topple Assad.

The Syrian opposition has generally viewed Annan’s plan as an opportunity for Assad to string out his rule.

“The observers didn’t succeed in decreasing the level of violence; however, they managed to document the massacres in a professional, unbiased way and to present it to the U.N. and international community in a realistic picture,” Malik Kurdi, deputy commander of the rebel Free Syrian Army, said by telephone Saturday from Turkey.

He said arming the opposition was now the only option: “There is no hope with this regime.”

Fukushima Team Under Constant Pressure to Protect Interests of Nuclear Power

Japanese Parliamentarian Kuniko Tanioka.Japanese Parliamentarian Kuniko Tanioka is not a rebel. Her assessment of Japanese policy after the Fukushima nuclear accident may not be popular with the Japanese government or nuclear industry, but she is a representative of a team formed within the Democratic Party of Japan (DPJ) to deal with the countless issues that have arisen since 3/11. The DPJ, the current ruling party, and the only party other than the Liberal Democratic Party to hold the Diet in more than 50 years, is part of a coalition government. It is subject to great pressure from the United States, Tanioka explained in a recent presentation at Institute for Policy Studies, and in charge of a system woefully unprepared to handle crises like the Fukushima Daiichi accident.

According to Tanioka, there is no legislative structure in place to deal with the long-term effects of a nuclear disaster of this scale, and Tanioka’s team works to provide reports and information, and draft bills into the Diet in order to cope with all of the lingering problems and human security issues stemming from last March. This is the first time the Diet has had a probing commission for this type of disaster, and the DPJ team is under constant internal and external pressure to downplay the situation and protect the interests of nuclear power.

The last of the operational reactors in Japan closed earlier this month, but some government officials are already pushing to restart several reactors in northern Japan, claiming that without them there will be electricity shortages. Of course, asserts Tanioka, the industry is pressuring the government because it doesn’t want Japan to prove that it can make it without reactors. This is not the main consideration, however, says Tanioka. The safety of the people and the environment should be first, and the conditions to restart must be stringent, including new standards that go beyond the engineering of the reactors, that include filtered vents, safe buildings for plant workers in case of accidents, and detailed evacuation plans for surrounding areas.

Tanioka’s talk comes on the heels of a Japanese delegation to the UN asking for international assistance with the radiation that continues to emanate from Fukushima. In reactors 1 through 3, the radiation is still too high for anyone to enter, and if there were further malfunctions, there is little hope for stabilization. She cited the need for more U.S. support, and noted that the only voices speaking to the Obama administration are industry representatives.

The U.S. and Japanese nuclear industries are inseparable, as many U.S. providers are owned by Japanese firms. Until the shutdown of Tomari on May 5, Japan was one of the largest consumers of nuclear energy in the world. If Japan were to become totally nuclear-free, this would be a massive hit to the global nuclear industry. 

Tanioka wants Americans to understand several issues. First, there is a need for greater transparency and a wider scope for medical research into the effects of radiation. Even with all of the time since Chernobyl, this data is not forthcoming – blocked by a handful of experts who hold all the cards.  A wider exchange of data within the academic world would support the expansion of preventative treatments for radiation exposure, and more effective supplements and procedures for those who have already been exposed.

More importantly, both the Japanese national government in Tokyo and the Fukushima prefectural government, along with TEPCO and a host of industry scientists, insist that radiation levels near the Fukushima Daiichi plant are safe for humans. Tanioka disagrees, and spoke of  the devastating effects of nuclear accidents on citizens. Life in the affected areas has entirely lost any sense of normalcy. There have been more than 200,000 evacuees, and for them, and for those who have stayed, their lives are disrupted on a scale that is difficult to comprehend. Even simple joys, such as gardening in their now radioactive soil, are gone – the result of shoddy regulation in an industry focused only on profits, and an unhealthy dependence on this dangerous energy source.

No there was not an RV for those tuning in late we talked about the rumors in the community over the weekend and every day There is no such thing as an “In country RV”…it doesn’t happen that way…it won’t happen that way….IT is not true…RV’s happen instanteously..very quickly…happen so people can not take advantage and know that it is happening and go ahead and go out and buy the currency and create what we call in this business an arbitrage situation…which means it is a riskless transaction…which means you buy it and sell it in the same transaction and you make money on it …that doesn’t happen The Banking system works very hard to not let that happen Why?  Because they make money on everything we cash in and everything we do Theres a percentage that they get…..they will never let that happen because that’s how they make their money Pay no attention to the man behind the curtain and the wizard of Oz…not there..don’t look for the dream… Keep your head focused on the News and Facts…so that you can understand when someone gives you a rate 12.00 etc you can say NO that is a lie…it doesn’t work…. This will come out without FANFARE and without causing commotion and if you think this kind of rate of $12 or $13 would not cause commotion across the world…It would stun the economies across the world… you are poorly mistaken about the international economy…that just doesn’t happen .. The rate will be in a range anywhere from over a dollar and up to 20% over what Kuwait is at (around 4.00)……that’s the high end from a common sense that will not shock the economy…the guess is it is going to be pretty close to Kuwait because that is there neighbor they are not going to go ahead and shock them from that standpoint…they can build on that slowly after the fact and as the years progress…..Know that in your hearts so when you hear rumors it just doesn’t happen that way

Heres what is happening in the NEWS WORLD….

CBI – rehashing articles – They are out there talking about getting the bank new notes out there in Sept. This should be no shock to anyone who comes to our calls regularly because a week ago we read the same article that actually talked to the Finance Committee who said this is what’s going to happen…. they have a time schedule now for the CBI….they can do that release those notes from anywhere from now til Sept. that’s what they want to do…they want to start releasing these notes.. they have to be very careful because when they release these notes they have to have some value to them especially if they put coins out so there has to be a steady process…he’s giving himself a time window to do this in He can it any point in time that he wants to from that period..he can wait all the way til Sept. or at any point from now

Shabibi needs to see what’s going on in his economy and he will do it so there is not a shock and the pressures of inflation are gone from that standpoint Don’t freak out about these things and these articles… We have already gone over these articles over and over..they will continue to rehash the old articles educating the people..they want people to know there is new currency coming out …and you will see alot of these articles They will hit everyday…anything you see with the words “introducing in Sept” it is NOT a new article….its an OLD article and they are just talking to the people and the street vendors as we would do in our newspapers if it happened here..we would go out and find people and say hey the new money is coming out…what do you think?  Then articles are going to flow and you will get opinions of people and what they think…
